France's ambassador to Rwanda barred from genocide anniversary events after President Paul Kagame declares French complicity

French Ambassador Michel Flesh stands in for justice minister in Rwandan genocide memorials, but is refused entry after Rwandan president accuses French peacekeepers of taking part in the 1994 atrocities

Ambassador to Rwanda Michel Flesch said yesterday that he had been barred from ceremonies marking the 20th anniversary of the genocide after President Paul Kagame said France bore some responsibility.

Mr Kagame accused France and Belgium of helping to lay the groundwork for the genocide and participated in some killings.

In response Paris said it would only send Mr Flesch instead of the French justice minister.
