Civil service union PCS has called time on the Scottish government's "massively unfair" pay freeze ahead of the draft budget next week.
Launching the union's Time to Pay Up campaign, Scottish Secretary Lynn Henderson said: "It is massively unfair to attack the livelihoods of public-sector workers who are not to blame for the economic mess but are expected to carry the burden of austerity measures."
Finance Secretary John Swinney is due to publish the Scottish government's public-sector pay policy for 2013-14 along with his draft budget next week.
PCS is calling on Mr Swinney to use his budget to "implement a Scottish alternative which recognises that raising wages boosts growth and is vital in building a sustainable economy."
The current public service pay freeze means a real terms pay cut is being imposed on members for a second year in 2012-13.
A government guided by common sense would respond to news that publicly owned Royal Mail has increased profits to £403 million by scrapping plans to flog off the service.
