Councils have overwhelmingly ignored a £250 million government fund to encourage them to switch back from fortnightly to weekly bin collections, research shows.
Of 216 councils who pick up rubbish and recycling on alternate weeks, only one local authority - Labour-run Stoke-on-Trent City Council - has bid for Whitehall funding to return to weekly bin rounds.
However, dozens have applied for cash to bring in or extend separate food waste collections.
Communities Secretary Eric Pickles offered the money pot before last autumn's Tory Party conference to improve weekly rubbish collections and reverse the trend towards picking up household rubbish only fortnightly.
