"Comrades, we know you have made great sacrifices and times are hard but we have inherited a deficit due to circumstances beyond our control. This is why we have to continue with pre-war spending priorities for the foreseeable future.
"Some of you want us to go further but it would be be reckless to implement the Beveridge report on the welfare state. As a responsible government we have put plans for house-building and the proposed NHS on hold until the country can afford them.
"Our friends in the union movement may not like this. So be it - our friends in Washington love it."
