Hospitals that cover up mistakes could face fines or closure under massive reforms set to be recommended by a public inquiry into a string of deaths at Mid Staffordshire NHS trust, it was reported today.
The Healthcare Commission estimated that in 2005-8 between 400 and 1,200 more people died in the care of the foundation trust than would have been expected.
An £11 million public inquiry into the affair will report at the end of this month.
