The starting salary for police officers is to be slashed after the government approved a package of controversial reforms.
Home Secretary Theresa May vowed to press ahead with the hugely controversial overhaul proposed last year by civilian lawyer Tom Winsor and cut the starting salary for police constables by £4,000 to £19,000.
But Ms May said that plans to bring in compulsory severance across all ranks will be delayed for further negotiation.
The government's planned implementation of the Winsor review, which also recommends cutting police numbers, has enraged the Police Federation.
Shadow Policing Minister David Hanson said the move could "damage the ability of police forces to recruit officers of the right skills."
