Action must be taken against pestering PPI and personal injury claims firms, consumer group Which? said today.
It said that seven in 10 Britons had been cold-called and two in five had been sent a nuisance text message.
Which? urged Ofcom and the Office of Fair Trading to put an end to "intrusive and distressing" calls and texts.
An Ofcom spokeswoman said the regulator was already looking into the matter.
