Solidarity activists at a meeting in Stockholm announced on Wednesday that a major flotilla will attempt to break Israel's illegal blockade of Gaza before the end of the year.
Dror Feiler, a spokesman for the Swedish group Ship to Gaza, said that the network of organisations involved in the effort is growing and now has support groups around the world, including in the US, Venezuela, Chile, and Malaysia.
Mr Feiler said European representatives of the Freedom Flotilla Coalition are planning to send up to 12 ships and are currently in the process of buying and licensing ships.
Tel Aviv has faced a storm of criticism since May 31, when Israeli commandos killed eight Turkish civilians as they comandeered the Mavi Marmara aid ship in international waters.
The Netanyahu administration has responded by easing the blockade.
However, the Freedom Flotilla Coalition described the changes as "cosmetic."
"Expanding the list of items permitted into Gaza does not address the fundamental concern of the people there - freedom of movement," it observed.
