Social care report suggests big changes to system, says Baroness Louise Casey

BARONESS Louise Casey said today that her interim report into adult social care will suggest “quite big” changes to the system.

Leading an independent commission on the sector, Baroness Casey also confirmed she has had a conversation with former Greater Manchester mayor Andy Burnham, who is expected to become prime minister following Sir Keir Starmer’s resignation.

Last month, Mr Burnham indicated he could implement a care levy to help fund the “broken” system.

The commission, which was formally launched in April 2025, is in its second phase and is expected to report long-term recommendations in 2028.

But Baroness Casey has said the bulk of the work could be completed sooner than that.

Labour was slammed when the party came to power in 2024 for scrapping plans for an £86,000 cap on the amount anyone in England would need to spend on their personal care over their lifetime.

Social care is not free at the point of use.
